Plaintiff Raley proposes to build a 26-acre regional shopping center called "Northshore Mall" adjacent to State Highway 28 near the northwest shore of Lake Tahoe. At Raleys behest the trial court issued (1) a peremptory writ of prohibition permanently restraining the California Tahoe Regional Planning Agency (CTRPA) from interfering with his development, as well as a writ of mandate (2) directing the State Business and Transportation Agency and the State Department of Transportation to issue a highway encroachment permit and (3) ordering the County of Placer to issue grading and building permits. CTRPA appeals.
